Facility Connection Requirements

Data Required for Electrical Service Analysis By Northeast Louisiana Power Cooperative, Inc.

***One Mega-Watt Load and above***

To analyze and avoid adverse impacts on reliability, Northeast Louisiana Power Cooperative has established facility connection and performance requirements. In order to model and analyze the service requirements for the electrical loads to be connected at Northeast Louisiana Power Cooperative, Inc. facilities. (NELPCO) requires the following data detailing the character, composition, and size of the proposed electrical load.The required electrical load data should be submitted in the form of a one-line diagram and a list, if necessary, depicting the arrangement, layout, and ratings of the electrical facilities and the equipment ratings. Data should be provided for the following:

a. Voltage level and MW and MVAR capacity or demand at point of connection.
b. Breaker duty and surge protection
c. System protection and coordination
d. Metering and telecommunications
e. Grounding and safety issues
f. Insulation and insulation coordination
g. Voltage, Reactive Power, and power factor control
h. Power quality impacts
i. Equipment ratings
j. Synchronizing of facilities
k. Maintenance coordination
l. Operational issues (abnormal frequency and voltages)
m. Inspection requirements for existing or new facilities
n. Communications and procedures during normal and emergency operating conditions

Motor Loads:
The following data is required for each motor. Use specific nameplate data if available, otherwise use typical data.

Horsepower
Motor Code
Motor Voltage
Synchronous or Induction
Full Load Amps
Locked Rotor Amps
Service Factor
Starter Taps
Percentage of Rated Horsepower Motor Will Be Loaded To
Frequency of Motor Starting (eg. Compressor, Fan, Pump, etc.)
Percentage of Time Motor will Run (eg. 25%, 50%, 75%, etc.)
Function of Motor (eg. Full Voltage, Autotransformer, Electronic Soft Starter, Variable
Frequency Drive, etc.)

Non-Motor Loads:
The following data is required for non-motor loads. Non-motor loads may be combined into a composite load.

Load KVA or Amps:
Rated Voltage
Power Factor
Load Factor
General Description of Load (e.g. Lighting, HVAC, Welders, etc.)

Combined Entire Facility Load:
The following data is required for each motor. Use specific nameplate data if available, otherwise use typical data.

Peak KW Load (15 minute demand):
Average KW Load
Minimum KW Load
Load Factor
Power Factor
5-Year Projected Monthly Energy (kwh)
5-Year Projected Hourly Load (kw)

Major Electrical Equipment:
The following data is required for each motor. Use specific nameplate data if available, otherwise use typical data.

Transformers - KVA rating, voltage, connection, impedance:
Capacitors
Bus/Conductor Size
Breaker duty and surge protection
Equipment Ratings
Maintenance Coordination

Other Operating Characteristics:
The following data is required for each motor. Use specific nameplate data if available, otherwise use typical data.

Estimated in-service date and timeline for operations:
Interruptible Load (Yes or No)
Interruptible Notice Requirements


All new and/or modified transmission, or end-use facilities shall comply with all applicable codes, standards, government regulations, environmental regulations, siting requirements, contracts, and operating agreements. These include, but are not limited to, all NERC Reliability Standards that are applicable to the particular Functional Entity, as defined by NERC. Facilities that are connected to the NELPCO System must be inspected by appropriate NELPCO personnel and certified as meeting these facility connection requirements prior to being placed in service. Facilities must be made available for inspection. The design, construction, and maintenance of newly built and modified connected facilities must be coordinated with the facility owner.
